
HOUSE CONCURRENT RESOLUTION NO. 60

Requesting the Joint Committee on Government and Finance
appoint an
interim committee to study the feasibility of providing
retirement programs for emergency medical system personnel,
Division of Natural Resources conservation officers, Division
of Corrections employees, municipal police officers in the
Public Employees Retirement System and Division of Juvenile
Services employees suited to the unique characteristics of
their employment and also study the feasability of including
them in the Deputy Sheriffs Retirement System.

Whereas, Emergency medical services personnel, Division of
Natural Resources conservation officers, municipal police officers
in the Public Employees Retirement System and employees of the
Division of Corrections and Division of Juvenile Services must meet
unique physical qualifications for their jobs; and

Whereas,
These employees
must endure demanding and stressful
circumstances on the job that often lead to a need to retire before
reaching the usual retirement age; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to appoint an interim committee to study and develop a plan to provide retirement benefits best suited to the unique
characteristics of the work of emergency medical system personnel,
Division of Natural Resources conservation officers,
Division of
Corrections employees, municipal police officers in the Public
Employees Retirement System and Division of Juvenile Services
employees
and to study the feasability and actuarial soundness of
incorporating them in the Deputy Sheriffs Retirement System; and,
be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2004, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
